ACNA recognized by Church of England Synod

The following is an excerpt from Church News Ireland -

February 10, 2011

A spirited debate by the Church of England Synod saw the newly formed Anglican Church in North America recognized by all three houses – bishops, clergy and laity in an overwhelming vote.

The final vote was 309 in favour, 69 against and 17 recorded abstentions.

The following is the final draft of the resolution.

“That this Synod aware of the distress caused by recent divisions within the Anglican churches of the United States of America, recognize and affirm the desire of those who have formed the Anglican church in North America (ACNA) to remain within the Anglican family; acknowledge that this aspiration, in respect both of relations with the Church of England and membership of the Anglican Communion, raises issues which the relevant authorities of each need to explore further; and invite the Archbishops to report further to the Synod in 2011.”

CAPA Conference Statement

The following is an excerpt from The Conference Statement of the 2nd All Africa Bishops' Conference, which was held in Entebbe, Uganda, August 23-29, 2010. Two statements were released at the conclusion of the conference, both of which may be downloaded at the link provided below. A portion of the CAPA Primates Statement is presented in the preceding post, which follows this one. It is humbling to see not only their commitment to the Church in Africa, but their commitment to Global Anglicanism, as well.

2. The Anglican Churches in Africa will maintain its stand on the protection of Anglican orthodoxy and authority of Scripture as a rule of developing a Christ-centred life to uplift human lives and dignity.

3. The Anglican Churches in Africa recognises its historic contributions to the growth of Christianity right from its inception and propagation of the gospel throughout the continent and, in particular, the role of the African Church fathers and martyrs. We also recall its immense contributions during the missionary era to the provision of social facilities such as education, healthcare and the production of the African elite. Based on this, the Church mobilises its resources and takes its responsibility in shaping the Christian minds of the church worldwide in the third millennium.

4. We affirm the Biblical standard of the family as having marriage between a man and a woman as its foundation. One of the purposes of marriage is procreation of children some of whom grow to become the leaders of tomorrow.

5. Whereas we accept the rationale for an Anglican Covenant, we realise the need for further improvement of the Covenant in order to be an effective tool for unity and mutual accountability.

6. There is a more urgent need today for bishops to listen to their flock if they are to make this the African century of the Christian Church in terms of energy, growth and vision. To this end, lay participation in the ministry of the church is to be vigorously enhanced.

7. While we will always be prepared to listen to voices from other parts of the global Communion, it is pertinent that the rest of the world listens to the unique voice of the Churches in Africa. In this context, the Anglican Churches in Africa commit itself to a renewed engagement in global mission, recognising that in the 21st Century mission goes from "everywhere to anywhere."

8. The African continent continues to grapple with the problem of religious intolerance which, in many cases, negatively affects the rights, the ministry and the welfare of the church. While the conference calls upon Christians in Africa and elsewhere to be tolerant of other faiths, we must stand for the defence of the human and constitutional rights of Christians and churches in various countries. We will not compromise the commitment of the church to global mission.

All African Bishops' Conference

The following is an excerpt from the All African Bishops' Conference CAPA Primates Communiqué released on August 31, 2010:

6. Being aware of the reluctance of some of those Instruments of Communion to follow through the recommendations of the Windsor Report and taken by the Primates Meetings in Dromantine and Dar es Salaam we see the way ahead as follows:

A. In order to keep the ethos and tradition of the Anglican Communion in a credible way, it is obligatory of all Provinces to observe the agreed decisions and recommendations of the Windsor Report and the various communiqués of the past three Primates Meetings, especially Dar es Salaam in 2007. We as Primates of CAPA and the Global South are committed to honour such recommendations.

B. We are committed to meet more regularly as Global South Primates and take our responsibilities in regard to issues of Faith and Order.

C. We will give special attention to sound theological education as we want to ensure that the future generations stand firm on the Word of God and faithfully follow our Lord and Saviour Jesus Christ.

D. We are committed to network with orthodox Anglicans around the world, including Communion Partners in USA and the Anglican Church in North America, in holistic mission and evangelism. Our aim is to advance the Kingdom of God, especially in the unreached areas.

General Synod Affirms Anglican Church in North America

Today, the General Synod, the national assembly of the Church of England, meeting in London February 8-12, affirmed the Anglican Church in North America’s desire “to remain within the Anglican family.”

Today, the General Synod, the national assembly of the Church of England, meeting in London February 8-12, affirmed the Anglican Church in North America’s desire “to remain within the Anglican family.”

The Most Rev. Robert Duncan, archbishop of the Anglican Church in North America, thanked Mrs. Lorna Ashworth of Chichester for bringing the church to the attention of the General Synod. “We are very grateful to Mrs. Ashworth and the scores of other friends in the Synod of the Church of England for all they did to give us this opportunity to tell our story to the mother church of the Anglican Communion. It is very encouraging that the synod recognizes and affirms our desire to remain within the Anglican family.” said Archbishop Duncan.

A private member’s motion, put forward by Mrs. Ashworth, and subsequently amended by the Synod, states that “this synod…recognize and affirm the desire of those who have formed the Anglican Church in North America to remain within the Anglican family.” The motion passed by a resounding 309 – 69 margin (with seven abstentions).

The motion was amended by the Right Reverend Michael Hill, the Bishop of Bristol. His purpose, in his own words, was “(1) to encourage those who are part of the Anglican Church in North America; (2) to commend the process of recognition afforded by the Instruments of the Anglican Communion; and (3) to ask the Archbishop of Canterbury to report progress back to Synod in a year’s time.”

The discussion at Synod presented an important opportunity for members of the Anglican Church in North America, joined by many friends in the United Kingdom, to share the vision and mission of the church with fellow Anglicans. “We are deeply thankful that we were given the opportunity to tell the Synod about our church, and our vision for reaching North America with the transforming love of Jesus Christ. This chance to speak directly to our Anglican family was very rewarding. We look forward to working with the friends we made and reaching out to others in the years ahead,” said Bishop Donald Harvey, who, with Mrs. Cynthia Brust, Dr. Michael Howell, and the Rev. Dr. Tory Baucum, represented the Anglican Church in North America in preparation for the Synod vote.

The Anglican Church in North America, founded in June of 2009 with 703 congregations, today unites 800 Anglican congregations across North America. The church’s mission is to reach North America with the Transforming Love of Jesus Christ.

More Anglican Leaders Join Supporters of the Anglican Church in North America

The leaders of three Anglican Provinces have recently joined a number of others formally supporting the Anglican Church in North America.

The Most Rev. Dr. Mouneer H. Anis, president bishop of the Episcopal/Anglican Province of Jerusalem and the Middle East wrote: “Our prayers are for you and for the new Province to continue to stand firm in faith as you have always done. May the Lord keep your unity in order to advance the gospel of Jesus Christ in North America!”

Also writing to offer support was the Most. Rev. John Chew, of the Province of Southeast Asia. “Today you are making a very historic and apostolic stand. Please be assured of our full and deep communion in the Lord”

On June 23, the House of Bishops of the Church of Uganda “resolved that it warmly supports the creation of the new Province in North America, the Anglican Church in North America, recognizes Bishop Bob Duncan as its new Archbishop, and declares that it is in full communion with the Anglican Church in North America.”

Archbishop Peter Jensen of the Diocese of Sydney and the Fellowship of Confessing Anglicans wrote: “I send my warmest greetings and congratulations to the new Anglican Province. We recognise that authentic Anglican brothers and sisters have come together in a wonderful new fellowship in the service of the Lord Jesus. We pray that your faithful witness to the gospel will prosper and that as you live under the authority of God’s word you will maintain the unity of the Spirit in the bond of peace.”

Support also came from England. Bishop Wallace Benn and Archdeacon Michael Lawson sent greetings on behalf of the Church of England Evangelical Council: “We wish you to know that we consider it a privilege given by God that we are joyful to be in full communion with you all. We are especially grateful for your unity expressed among Anglo-Catholic and Evangelical traditions, and recognise that this is in part a fruit of the Jerusalem Conference where the Primates present encouraged you to form a new and orthodox entity in North America. You are of course in fellowship with 80% of the Anglican Communion who share with us in the historic orthodox faith. It is for this reason that we call on many more of our brothers and sisters worldwide to affirm that they recognise the authentic marks of the Apostolic church and true Anglican identity in your witness,” they wrote.

Anglican Mainstream Convener, Philip Giddings, and Canon Dr. Chris Sugden wrote: “It has been our privilege to stand with you in fellowship and prayer…We rejoice to see the Lord’s hand of blessing on you witness as he adds daily to your number those who are being saved.”

Anglican leaders from around the world have welcomed the formation of the Anglican Church in North America. A total of nine Anglican provinces sent formal delegations to the Inaugural Assembly in Bedford June 22-25. Many others sent personal greetings to Archbishop Robert Duncan.

Anglican Christians from the Central Valley to participate in historic event.

Bishop John-David Schofield and eight delegates from the Anglican Diocese of San Joaquin will be attending the first assembly of the new Anglican Church in North America (ACNA), which meets June 22-25 at St Vincent’s Cathedral in Bedford, Texas.

Bishop Schofield observed, “The founding of this province opens remarkable opportunities for new forms of ministry, simplicity in structure and a return to the biblical emphasis of outreach by following the patterns and teaching given to us by Jesus.”

The Anglican Church in North America includes over 100,000 members from the United States and Canada. This number already exceeds the membership of 12 of the Anglican Communion’s 38 National Provinces. 232 Delegates representing 700 Anglican parishes from 23 dioceses and 5 dioceses in formation look forward to confirming Pittsburgh Bishop, Robert Duncan as the first Archbishop and Primate of ACNA.

ACNA’s governing documents provide a province in North America for orthodox Anglicans who have been alienated by the Anglican Church of Canada and the Episcopal Church in the U.S. These older bodies have deviated from the beliefs and Biblical teaching, commonly held by the majority of Christians and especially Anglicans throughout the world.

Three Christian leaders will be guest speakers at the four-day National Assembly. They are:

Pastor Rick Warren, author of The Purpose Driven Life and pastor of Saddleback Church, will speak on June 23rd. Warren, a longtime friend of orthodox Anglicans, has been repeatedly recognized as a key spiritual leader in America. Saddleback Church, founded by Warren in 1980, is an innovative evangelical congregation of 22,000 in Lake Forest California.

His Beatitude, Metropolitan Jonah, the Archbishop of Washington and New York and the Metropolitan of All America and Canada for the Orthodox Church in America [OCA], will speak on June 24. Originally an Episcopalian before joining the Orthodox Church in 1978, Metropolitan Jonah was elected primate of the OCA in November of 2008. Metropolitan Jonah’s writings on Eastern Orthodox spirituality have been published in numerous Orthodox Christian publications, including “Divine Ascent,” the journal of the Monastery of St. John.

The Rev. Dr. Todd Hunter is the Director of West Coast Church Planting (www.c4so.org) for The Anglican Mission in the Americas and author of Christianity Beyond Belief. Hunter will speak to delegates and guests on the morning of June 25th. Hunter is an adjunct professor of evangelism and postmodern ministry at George Fox University, Fuller Seminary, Western Seminary and Wheaton College. Earlier in his career he served as the Church Planting coach for Allelon Ministries and the National Director for the Association of Vineyard Churches.

New Anglican Church poses dilemma

Challenges representation of denomination in U.S., Canada

The Anglican Church in North America will be formally founded next week, challenging the legitimacy of the U.S. Episcopal Church and posing a dilemma for the worldwide Anglican Communion over who represents Anglicanism in the United States and Canada.

When 232 delegates to the ACNA convention at St. Vincent's Cathedral in Bedford, Texas, approve the organization's constitution and canons on Monday, Pittsburgh Bishop Robert Duncan will become archbishop for this "emerging" 39th province of the communion, consisting of several groupings that have left the Episcopal Church over issues related to sexuality and biblical authority.

A ceremony celebrating Bishop Duncan's installation is set for June 24 at Christ Church in the Dallas suburb of Plano, the ACNA's largest parish, with more than 2,000 members. Also among the ACNA's members are 11 Northern Virginia parishes, including the historic The Falls Church and Truro parishes, which left the Episcopal Church to found the Convocation of Anglicans in North America.

At a news conference in December, Bishop Duncan said God is "displacing" the Episcopal Church in favor of the ACNA. The Texas gathering is the conservative alternative to the Episcopal Church's triennial convention next month in Anaheim, Calif.

There is no precedent in the communion for a country to have more than one recognized province, and Episcopalians who back the move have maintained that the U.S. and Canadian churches no longer preach and believe historic Anglicanism.

New Anglican Church in Southern Nevada

Fr. Howard and Deacon Erin Giles, clergy in good standing of the Anglican Diocese of San Joaquin, are forming a core group to plant an Anglican church in the Las Vegas/Henderson area of Southern Nevada. A group of twelve is planning Ash Wednesday and Lenten Soup Suppers in private homes. Please contact us so that you can join us in fellowship and in seeking the Lord.

Our first Sunday worship will be on Palm Sunday with a full schedule through Holy Week at an undetermined location.

The Lord has blessed us with chapter 34 of the Prophet Ezekiel as a foundation for our calling as a church. From this chapter, we were inspired to be named Jesus the Good Shepherd.

Our Statement of Purpose, Mission and Vision
We will seek those who are lost, and bring again those who were driven away, and will bind up those who are broken, and will strengthen those who are sick (Ez. 34:15,16a), by continuing stedfastly in the apostles' doctrine and fellowship, and in breaking of bread, and in prayers (Acts 2:42); holding fast the profession of our faith without wavering, provoking one another unto love and to good works, not forsaking the assembling of ourselves together, but exhorting one another as we see the day approaching (Heb. 10: 23- 25).

Williams sensitive to limits of his authority, archbishop says

The archbishop of Canterbury, Dr Rowan Williams, is "sensitive" to the limits of his authority and role in the affairs of Anglican provinces, according the archbishop of Brisbane.

Speaking at a press conference in Alexandria today, the scene for a meeting between the world's most senior Anglican clerics, the Most Rev Philip Aspinall responded to a question about whether the assembled primates had discussed the role of the archbishop of Canterbury, who has caused resentment among traditionalists who believe he is too lenient with liberals in North America.

As a sign of protest, the Church of Nigeria deleted references to Canterbury from its constitution in 2005 and, last year, the Global Anglican Future Conference, a parallel network for conservative evangelicals, downgraded Williams' status, saying they did not accept that Anglican identity was necessarily determined through recognition by the archbishop of Canterbury.

Aspinall, who has been appointed spokesman for a meeting that will address divisive as well as less contentious issues, said: "The archbishop of Canterbury is trying to deal flexibly, creatively and responsively to the situation [affecting the communion]. He is very sensitive to the limits of his authority and role in provinces outside his own, [but] the see of Canterbury is pivotal."

Williams, the titular head of the communion,has yet to make public remarks about the nature or progress of the discussions, but he is expected to do so later in the week as the meeting draws to a close. . . .

Anglican Primates discuss Covenant solution to problems: CEN 2.03.09

Moral suasion, not binding legislation will be the backbone for the proposed Anglican Covenant, Australian Archbishop Philip Aspinall told reporters on Feb 2.

In their second business session at the 2009 Primates’ Meeting in Alexandria, the primates were briefed by Archbishop John Chew of Singapore on the work of the Anglican Covenant Design Group — the group tasked by Archbishop Rowan Williams with crafting a document that would set the permitted boundaries of Anglican diversity.

Dr Aspinall said that it was his impression the Covenant designers were “pulling back from the language of sanctions and teeth” in the draft document. The Covenant would be about “koinonia … fellowship .. of communion” between churches. Given the legal structures of the 38 autonomous member churches of the Anglican Communion, he said it was unrealistic that the final Covenant would be a legal mechanism whose ultimate sanction would be “not inviting you to a meeting.”

“Hitting people over the head with sticks” was not the best way forward, Dr Aspinall said. . . .

Ronald Ferris, retired Bishop of Algoma announced he had been received by Presiding Bishop Gregory Venables into the Province of the Southern Cone. . . .

New American Province Looms

The Third Province movement in North America will be the topic of a special meeting at Lambeth Palace today (Dec 5). The Archbishop of Canterbury is scheduled to meet with the Gafcon primates’ council and will be briefed on plans to form a province for traditionalist Anglicans in the United States and Canada.

On Nov 11, Kenyan Archbishop Benjamin Nzimbi told The Church of England Newspaper that a meeting had been tentatively set with Dr. Rowan Williams in London for Dec 5. He said the timeline under which the Gafcon primates were working was that on Dec 3 the leaders of the Common Cause Partnership would gather in Wheaton, Illinois to endorse a draft constitution for the emerging province.

The Gafcon archbishops: Benjamin Nzimbi of Kenya, Peter Akinola of Nigeria, [Emmanuel Kolini of Rwanda] Gregory Venables of the Southern Cone, Valentino Mokiwa of Tanzania, Henry Orombi of Uganda, Justice Akrofi of West Africa would then meet on Dec 4 in London to receive and endorse the agreement and bring it to Dr. Williams the following day.

Speaking to the congregation of Truro Parish in Fairfax, Virginia on Nov 30, Bishop Martyn Minns publicly confirmed the proposed timeline adding that the Gafcon primates were also planning on briefing the primates standing committee the day before the start of the Jan 31-Feb 6 Alexandria Primates meeting-however, US Presiding Bishop Katharine Jefferts Schori will likely miss the pre-conference session as she is scheduled to attend the Episcopal Church’s Executive Council meeting from Jan 29-31.

A Lambeth Palace spokesperson told CEN that Dr Williams would meet Archbishops Benjamin Nzimbi of Kenya, Peter Akinola of Nigeria, Emmanuel Kolini of Rwanda, Gregory Venables of the Southern Cone and Henry Orombi of Uganda at the Old Palace in Canterbury today. The meeting had been set “at their request” the spokesperson said. However, she declined to describe the proposed agenda.

A new Province of the Anglican Church in North America, a rival province to The Episcopal Church USA complete with a provisional constitution and nine canons was birthed today with 700 churches and 100,000 church-going members. A formal ratification of the constitution and canons will take place in a provincial assembly in six months in Bedford, Texas at St. Vincent's cathedral in the diocese of Ft. Worth.

It is historic and unprecedented, said Pittsburgh Bishop Robert Duncan moderator of the Anglican Communion Network. "It is an extraordinary day for us. We have reversed 40 years of Anglican history and years of division among The Episcopal Church and the Anglican Church in Canada. Today we bring together 11 jurisdictions in Canada and across the US. Today marks 5 years of labor and attempts to come together."

Duncan said the Provisional Constitution is a response to what 7 Primates of the Anglican Communion asked us to do. "They (archbishops) represent the majority of the worlds' who met recently in Jerusalem recently. They asked us to form a provisional province that would be recognized by the bulk of the Anglican world. Today we have done that."

Duncan said the new province was a work in the spirit of unity and mutual submission and was as fine and as great as "I have ever known." The nine canons put in place were unanimously adopted by all the partners of Common cause, he said.

Anglican Communion Continues to Undergo a Seismic Shift with Pittsburgh Diocese Move

Washington, DC—The Episcopal Diocese of Pittsburgh voted on Saturday to end its affiliation with the national denomination. The vote carried with support from 119 of the 191 lay delegates and 121 of the 160 clergy delegates. The diocese has aligned itself with another province in the Anglican Communion, the Argentina-based Province of the Southern Cone. The vote taken by the diocesan convention follows the removal of Pittsburgh Bishop Robert Duncan on September 18th by the Episcopal House of Bishops over the charge of “abandonment of the communion”.

Pittsburgh follows the Fresno, California-based Diocese of San Joaquin, which voted to secede from the Episcopal Church in December 2007. Two other Dioceses, Fort Worth, Texas and Quincy, Illinois, are scheduled to vote in November on similar resolutions.

IRD Religious Liberty Director Faith J.H. McDonnell commented:

“We at the IRD support the faithful Anglicans in the Diocese of Pittsburgh who have now left The Episcopal Church. Their decisions were made soberly and only after much prayer and agonizing deliberation.

“We also recognize that, in responding to God's call, some faithful Anglicans will remain within The Episcopal Church. Their call is no less one from God, and we support them in their mission of renewing the denomination.

“The real issue here is not parishes or dioceses departing, rather it is that the Episcopal Church was hemorrhaging membership well before the controversial ordination of Gene Robinson. Individuals are realigning with their feet. Many of the most vibrant and evangelistic parishioners are leaving, and the remaining revisionists appear unable to offer a compelling draw to potential new members.

“While Gene Robinson’s consecration heightened the issues within The Episcopal Church, it is in no way the main issue for the churches that are leaving. It provides one example of how The Episcopal Church has drifted away from its Scriptural foundations, but only one. Beyond wanting to be faithful to Scripture, the churches felt that their mission work was impaired by remaining within The Episcopal Church.

“Faithful orthodox Episcopalians owe a debt of gratitude to Global South Anglicans, where the church continues its vibrant growth and ministry. Orthodox Anglicans from many different groups have shown support to the Pittsburgh Diocese, demonstrating a solidarity that could only have been dreamed of a few years ago."

Archbishop of Canterbury urged to create new province for US conservatives

Senior bishops express "shock" at the Episcopal Church's decision to depose the Bishop of Pittsburgh

The Archbishop of Canterbury Dr Rowan Williams is facing growing pressure to create a new Anglican province for conservatives after a leading evangelical was effectively defrocked in the US.

Six senior Church of England bishops have come out in support of deposed US bishop Bob Duncan, declaring themselves “deeply saddened and shocked.”

Headed by the Bishop of Winchester, the Right Rev Michael Scott-Joynt, the Bishops of Blackburn, Chester, Chichester, Exeter and Rochester joined in declaring their belief that the deposed Bishop of Pittsburgh remains “a bishop in good standing in the Anglican Communion.”

In an interview with The Times, the Bishop of Rochester Dr Michael Nazir-Ali said the time had now come for Dr Williams to create a new province for conservatives in the US.

Another senior bishop, a former primate of the Southern Cone province in Latin America, also wrote an open letter to Dr Williams demanding the immediate suspension of The Episcopal Church from the Anglican Communion and for the recognition of a new conservative province.

Bishops of The Episcopal Church voted last week to depose Bishop Duncan after deciding that he had breached canon law by “abandonment of the communion of the church.”

Bishop Duncan has led his diocese, from the Church’s conservative evangelical wing, in a rebellion against the liberal direction of the wider church in the West.

Next month, under his leadership, the diocese had been expected to vote to join the Province of the Southern Cone, headed by British-born primate Bishop Gregory Venables.

Bishop Venables has already received Bishop Duncan into his province and a majority in the diocese is expected to go ahead with the vote and join him there.

But a minority will remain with the US-based province and work on re-establishing the Pittsburgh diocese, marking the beginning of myriad expensive and lengthy legal battles over who owns the churches and other valuable ecclesiastical properties attached to the diocese.

Bishops of the Episcopal Church voted by 88 to 35 at a meeting in Salt Lake City to remove Bishop Duncan from all ordained ministry.

It is significant that Church of England bishops as senior as Bishop Scott-Joynt and Dr Michael Nazir-Ali continue to recognise Bishop Duncan’s ministry.

Their statement will increase speculation that the split in the US church is heading over the Atlantic to Britain.

Dr Nazir-Ali told The Times: “I hope that a province of the orthodox in America will be recognised in the Anglican Communion.” He said that what had happened to Bishop Duncan showed that a structural solution was necessary.

A new province would be the 39th province of the communion. It would not be the first to share geographical territory with another province. In Europe, there are two Anglican jurisdictions operating already: the Church of England and The Episcopal Church.

The Archbishop of Canterbury, who is visiting Lourdes this week, made no comment. At Lourdes on Wednesday this week, he will be addressing a pilgrimage of Anglican bishops, clergy and laity. He will be sharing the platform with Cardinal Walter Kasper, president of the Holy See’s Council for Christian Unity.

Unless the springs at Lourdes work one of their rare miracles, Anglicans will emerge more aware than ever that innovations such as gay bishops, women bishops and women priests have ended all hopes of re-uniting the Anglicans and Catholic churches, split since the Reformation four centuries ago.

GAFCON Communiqué on establishment of Primates Council and Fellowship

Setting up the Council and the Fellowship

The first meeting of the GAFCON Primates’ Council has taken place in London on Wednesday 20th to Friday 22nd August. The twofold task of the Council is ‘to authenticate and recognise confessing Anglican jurisdictions, clergy and congregations and to encourage all Anglicans to promote the gospel and defend the faith.’ The Primates have therefore laid the basis for the future work of both the Council and the Fellowship of Confessing Anglicans (FCA). The GAFCON movement continues its advance.

The Council will consist of Primates assisted by an Advisory Board which will work with them on fulfilling the aims of the movement. In addition, a Secretariat has been created. We are very grateful to God for his guidance and blessing on the Jerusalem Conference. We believe that the Jerusalem Declaration provides for a viable way of helping to deal with the crisis in the Anglican Communion brought about through the disobedience to Scripture by some in North America and elsewhere.

The present reality

We maintain that three new facts of the Anglican Communion must be faced. We are past the time when they can be reversed.

First, some Anglicans have sanctified sinful practices and will continue to do so whatever others may think. Second, churches and even dioceses affected by this disobedience have rightly withdrawn fellowship while wishing to remain authentic Anglicans. So-called ‘border-crossing’ is another way of describing the provision of recognition and care for those who have been faithful to the teachings of Holy Scripture. Third, there is widespread impaired and broken sacramental communion amongst Anglicans with far-reaching global implications. The hope that we may somehow return to the state of affairs before 2003 is an illusion.

Any sound strategy must accommodate itself to these facts.

Developing the GAFCON movement

GAFCON remains a gospel movement. It is far from saying that its membership are the only true Anglicans or the only gospel people in the Anglican Communion. We thank God that this is not the case. But the movement recognises the acute spiritual dangers of a compromised theology and aims to be a resource and inspiration for those who wish to defend and promote the biblical gospel.

The Fellowship of Confessing Anglicans will function as a means of sharing in this great task. We invite individuals, churches, dioceses, provinces and parachurch organisations who assent to the Jerusalem Declaration to signify their desire to become members of the Fellowship via the GAFCON web-site or written communication with the Secretariat. The Fellowship will develop networks, commissions and publications intended to defend and promote the biblical gospel in ways which support one another.

At the same time, the Council and its Advisory Board will seek to deal with the problems of those who have confessed the biblical faith in the face of hostility and found the need on grounds of conscience and in matters of great significance to break the normal bonds of fellowship in the name of the gospel. For the sake of the Anglican Communion this is an effort to bring order out of the chaos of the present time and to make sure as far as possible that some of the most faithful Anglican Christians are not lost to the Communion. It is expected that priority will be given to the possible formation of a province in North America for the Common Cause Partnership.

Lambeth 2008

Noting the reference to building bridges with GAFCON in the Archbishop of Canterbury’s concluding Presidential Address at Lambeth, and that the Lambeth Conference itself made no decisions about the future of the Communion, we are grateful that there is an acknowledgement that Lambeth 1.10 of 1998 remains an authentic expression of the mind of the Communion. We also note the renewed call for moratoria on the consecration of bishops who are homosexually partnered and the blessing of same-sex unions as well so-called ‘border-crossing’. Likewise there is mention of the creation of a ‘Pastoral Forum’ to look after disaffected parishes or dioceses and continued work on an Anglican Covenant.

We hope in due course to offer a longer response to Lambeth. Meanwhile we are saddened that the Conference did not offer a more effective way forward than what is proposed. Our immediate difficulty is that the voice of Lambeth 2008 is seriously weakened because it merely repeated what has been said by the Primates’ Meeting (in Gramado early 2003, Lambeth October 2003, Dromantine, February 2005 and Dar es Salaam, February 2007) and which has proved to change nothing. Indeed the Windsor Continuation Group itself made the same point, ‘The three moratoria have been requested several times: Windsor (2004); Dromantine (2005); Dar es Salaam (2007) and the requests have been less than wholeheartedly embraced on all sides… The failure to respond presents us with a situation where if the three moratoria are not observed the Communion is likely to fracture.’

But the Communion fractured in 2003, when our fellowship was ‘torn at its deepest level. It seems that the facts which we have identified as the new reality have not yet been recognised as such, and we are therefore continually offered the same strategies which mean further delay and unlikely results. Indeed, delay itself seems to be a strategy employed by some in order to resolve the issue through weariness. The Anglican Covenant will take a long time to be widely accepted and may have no particular force when it does. The idea of ‘moratoria’ has never dealt with the underlying problem as is shown by the equivalence of cross-border care and protection with the sexual sins which have caused the problems.

In any case, some North American Bishops appear to have indicated already that they will not keep to them. It appears that people living in a homosexual unions continue to be ordained in some dioceses in contravention to Lambeth 1.10. In principle, this is no different from consecrating a bishop who adopts the same pattern of life, or indeed, of blessing same-sex unions. The idea of the Pastoral Forum has only now emerged but has never been discussed with those actually affected by the innovations which have created the problems with which we are trying to deal (see the appended letter ). If the Panel of Reference did not work, it is unclear how the Pastoral Forum will succeed.

Given that some esteemed colleagues from the Global South have strongly commended the Windsor Process to us, we are reluctant to say that it cannot work. But there is nothing new here such as to make us hesitate from the course we are taking, given the urgency of the situations with which we are dealing and the realities already on the ground. As they themselves remark, ‘the Anglican Communion as a communion of ordered churches is at the probable brink of collapse’. We warmly appreciate the good words which they have written about GAFCON and look forward to co-operation with them in the future as we ourselves try to avoid that collapse and renew the Communion.

Dr Williams has made a split inevitable in the Anglican Church

A split in the Anglican Church was inevitable, a leading conservative cleric said last night as he attacked Rowan Williams’s belief that gay relationships could be “comparable to marriage”.

After a successful Lambeth Conference for the Archbishop of Canterbury, where he avoided schism over the issue, Dr Williams faced a fresh furore over the strength of his liberal views.

The Primate of the Southern Cone, Bishop Gregory Venables, predicted the end of the communion, saying: “This is more evidence of the unravelling of Anglicanism. Without a clearly agreed biblical foundation, all the goodwill in the world cannot stop the inevitable break-up. Unity without truth is disunity.”

Bishop Venables, who has infuriated North American Anglicans by taking conservative defectors into his South American province, including the entire Diocese of San JoaquÍn in central California, was among the organisers of the recent Global Anglican Future Conference in Jerusalem.

With Archbishop Henry Orombi, of Uganda, and Dr Peter Akinola, of Nigeria, he will be at the meeting of the Global Anglican primates in London this month, where Anglican bishops who boycotted Lambeth will discuss Dr Williams’s views.

Common Cause Partnership Welcomes Jerusalem Declaration

The Common Cause Partnership leaders issued a statement today welcoming the Jerusalem Declaration and the statement on the Global Anglican Future and pledging to move forward with the work of Anglican unity in North America.

We, as the Bishops and elected leaders of the Common Cause Partnership (CCP) are deeply grateful for the Jerusalem Declaration. It describes a hopeful, global Anglican future, rooted in scripture and the authentic Anglican way of faith and practice. We joyfully welcome the words of the GAFCON statement that it is now time ‘for the federation currently known as the Common Cause Partnership to be recognized by the Primates Council.’

The intention of the CCP Executive Committee is to petition the Primates Council for recognition of the CCP as the North American Province of GAFCON on the basis of the Common Cause Partnership Articles, Theological Statement, and Covenant Declaration, and to ask that the CCP Moderator be seated in the Primates Council.

We accept the call to build the Common Cause Partnership into a truly unified body of Anglicans. We are committed to that call. Over the past months, we have worked together, increasing the number of partners and authorizing committees and task groups for Mission, Education, Governance, Prayer Book & Liturgy, the Episcopate, and Ecumenical Relations. The Executive Committee is meeting regularly to carry forward the particulars of this call. The CCP Council will meet December 1-3, 2008.

The Common Cause Partnership links together nine Anglican jurisdictions and organizations in North America. GAFCON Responds to An Anglican Covenant

A RESPONSE of the GAFCON Theological Resource Team to the St Andrews Draft Text of An Anglican Covenant


Introduction


The idea of a Covenant as a way out of the difficulties in which the Anglican Communion finds itself has been proposed in several quarters. The St Andrews Draft Text of An Anglican Covenant is one such attempt. The GAFCON Theological Resource Team reviewed the St Andrews Draft Text during pre-conference preparations in Jerusalem on 20th and 21st June 2008.


An Anglican Covenant was intended as a response to a crisis in the Anglican Communion which has been accurately described as ‘a rending of the Communion at the deepest level’. Determined departures from the teaching of Scripture on human sexuality by The Episcopal Church and the Anglican Church of Canada are the immediate cause this situation. There appears no prospect of repentance from this repudiation of biblical authority on the part of either of these bodies (or from those elsewhere who have followed their lead in endorsing behaviour which Scripture explicitly forbids). Underlying these actions is a long history of marginalising, avoiding and at last rejecting the plain teaching of the Bible. In other words, the issue which we should expect this covenant to address is one of apostasy.



Many attempts have been made to address the breach of relationships caused by the setting aside of biblical teaching by some provinces, dioceses, and individual bishops, beginning at Kuala Lumpur in 1997, at the Lambeth Conference in 1998, and culminating recently, after consistent efforts in the intervening years, in the Primates’ Meeting in Dar es Salaam in 2007.


Sadly this new draft of An Anglican Covenant is both seriously limited and severely flawed. Whether or not the tool of covenant is the right way to approach the crisis within the Communion, this document is defective and its defects cannot be corrected by piecemeal amendment because they are fundamental. The St. Andrews Draft is theologically incoherent and its proposals unworkable. It has no prospect of success since it fails to address the problems which have created the crisis and the new realities which have ensued.


This document falls in effect into two parts. Sections 1 and 2 mention some matters of faith, but section 3 is in fact the critical section of the document, because this introduces the thought of Churches as being ‘autonomous-in-communion’. It is on this concept that the proposed resolution of Communion disputes rests.


Our response will confine itself to seven areas of theological concern and will briefly mention two other significant issues in its conclusion.


Serious Theological Flaws


1. A failure to address the issue

Any covenant document has to recognise fully the mischief it seeks to address. This document makes no mention of the crisis which has generated the call for such a remedy, which is a crisis of obedience to Scripture. Further, it fails to recognise that in the eyes of many the ‘instruments of Communion’ (3.1.4) are themselves part of the problem. This means that trying to use such failed instruments as arbiters of a future solution is problematic in the extreme. Put bluntly, this covenant will not allow the real issues to be addressed.

2. An illegitimate notion of autonomy

The understanding of the individual Churches of the Communion throughout this document is fatally ambiguous. The language of autonomy in communion is introduced in 3.1.2., but there has been no justification produced for this concept in the preceding sections. More seriously this language is unqualified and so fails to distinguish between matters on which Scripture is silent (and where there may be legitimate liberty and indeed diversity) and matters on which Scripture has spoken definitively (and where autonomy is therefore a euphemism for sin). Our obedience to Scripture and our responsibility to each other must significantly qualify all talk of ‘autonomy’ with reference to any congregation, diocese, province or, indeed, the Communion itself.

3. No biblical theology

The entire document, and particularly the statement concerning ‘the inheritance of faith’ in paragraph 1, is detached from the Scriptural narrative of salvation and redemption from sin, which Churches in the Communion have seen realised. The principal concerns of Scripture are ignored as the document concentrates on matters which are dependent and consequential upon those concerns. The unity of Christians flows out of the redeeming work of Christ and the incorporative ministry of the Spirit. Any attempt to generate or sustain such unity on our own terms and by our own institutional efforts without reference to this prior and determinative reality must be judged sub-biblical.

4. A faulty anthropology

An Anglican Covenant is primarily concerned with the doctrine of the church. However, any doctrine of the church presupposes a doctrine of humanity. The anthropology implicit in this document fails to capture the reality of any Christian’s life in this world as this is explained by Scripture. Christians are those who are redeemed by Christ but who remain sinful until God’s purposes are brought to their completion when Christ returns. This twofold reality has very significant implications for the life of the church. The reality of temptation and sin, a reality experienced by all no matter what their office in the church, needs to be taken seriously.

5. An absent eschatology

This document fails to adopt an appropriately biblical eschatological perspective. Its preoccupation with institutional processes is at the expense of a proper sense of our corporate and individual accountability to God on the Last Day for proper custodianship of the deposit of Faith. There is no reference to sin, judgement, ‘the coming wrath’ or to God’s provision of a remedy in the cross of Christ and the forgiveness of sins which attends faith and repentance.

6. Neglect of obedience

Throughout this document an attenuated view of biblical authority is presented. A critical element of the Christian response to God and his Word is missing. The Church is called not merely to treat God’s Word respectfully (1.2.4.), but to obey it. The absence of the language of obedience to the Word of God throughout the document is one of its most serious flaws.

7. An isolated and vacuous appeal to unity

Throughout An Anglican Covenant, biblical values are not treated in their mutual relationship. In particular the biblical injunctions to unity are in effect disconnected from the equally serious injunctions of Scripture to preserve the truth given to us. Paragraph 3.2 deals almost exclusively with perceived threats to the unity of the Communion rather than moral and doctrinal error, once again ignoring that our current disunity is the result of departures from the truth taught in Scripture in both of these areas.

Conclusion

Given the profound and fatal difficulties identified in the draft covenant, the legal framework of the appendix will likewise be open to overwhelming objection. The proposed legal framework in any event exhibits the same flaws as the parent document, notably in the way unity is abstracted from biblical faithfulness and no account is taken of the possibility that the instruments of Communion themselves might be the focus of objection. Two other objections must be mentioned. First, the document describes four instruments of Communion, which it proposes will provide solutions to disputes. It fails to recognise the disproportionate influence of the Archbishop of Canterbury, who invites to the Lambeth Conference, chairs the ACC and calls the Primates’ Meeting. The problem of this undue influence is compounded by the lack of formal accountability on the part of the Archbishop and the prominence the document envisages for this Primate is frankly colonialist. Secondly, the prominence given to the Joint Standing Committee of the ACC and Primates raises problems in increasing further the ability of the Archbishop of Canterbury and the ACC to exercise disproportionate influence over the Primates, thereby tending in effect to silence dissentient primatial voices.


In the light of these considerations we find that the St Andrews Draft of An Anglican Covenant does not meet our expectations or hopes for restoring the broken sacrament of Communion.
